Tether, issuer of the largest stablecoin, USDT, signed a memorandum of understanding with the People's Committee of Da Nang, Vietnam. The agreement aims to jointly develop digital infrastructure, formulate blockchain policy, and implement innovative solutions in public administration.
The parties intend to explore and implement responsible models for using blockchain technologies, digital assets, and P2P systems to increase the transparency and efficiency of municipal processes. As part of the collaboration, Tether will help the city develop a regulatory strategy, create sandboxes for testing digital solutions, and promote the tokenization of real-world assets (RWA).
The company will also share its experience gained through the international Plan ₿ program to create a regulatory framework that meets global standards of transparency and security. This will allow Da Nang to strengthen its position as one of the most innovative hubs in the region.
In addition to technological collaboration, Tether and the Da Nang government will launch educational initiatives in the fields of artificial intelligence and blockchain. These programs, implemented jointly with Vietnamese universities and research institutes, aim to develop human resources and increase digital literacy in the country. This partnership will create conditions for the emergence of new specialists and strengthen Vietnam's participation in the global digital economy.
The signing of the memorandum comes amid Vietnam's active advancement in cryptocurrency and Web3. In 2026, the country will enact a digital asset law and launch a five-year pilot program for cryptocurrency trading. These steps demonstrate the government's commitment to building a sustainable ecosystem of digital finance and technology.
Tether CEO Paolo Ardoino emphasized that Da Nang is already becoming a symbol of the region's digital future: "The city demonstrates a clear understanding of how technology can serve society and strengthen public administration. We are pleased to be part of this transformation and contribute to the development of inclusive digital ecosystems."
Da Nang People's Committee Deputy Chairman Ho Ky Minh noted that the partnership with Tether is an important step in the city's strategy to attract international investment and create a favorable environment for technological innovation.
The new memorandum strengthens Tether's global presence. The company previously invested in the African fintech startup Kotani Pay to develop digital payments on the continent and received regulatory approval for the use of USDT in Thailand.
